Have to admit, I rarely use it. Partly due to being told off for using it inappropriately in a Raid when I was newer and less experienced.
The only time I tend to really use LB (particularly as a Bard) is when, for example, it has gone 'unused' and looks as if no-one else is going to utilise it, and the boss is on its proverbial last legs; Alzadaal's Legacy for example - I'll happily use LB(II) there, if no-one else has, to finish the weakened final boss off.
For me, LB is an unnecessary mechanic. Someone uses it once in a dungeon when the last boss has 2% health. Seriously, if they would remove it, i would not miss it.

LB somewhat aids in supplementing for lack of/ bad dps. If they took LB many more groups would rag on ppl for not playing so great. Not really that noticable in dungeons. But in higher end content an LB can be the difference between an enrage and a kill.

As tank I would honestly love if i could decide to use LB2 instead of LB3. 40% over 15 seconds is pretty insane.

Limit break doesn't need a rework. It's fine as is. It's already as easy as it can get. Push one button. What more do you want from them? And you have bigger problems if you feel the need to save an LB3 for the healers in a nier raid. Where is this "rough phase" you describe? A lb3 shouldn't be saved for healers if you can avoid it. Also sitting on an LB3 for an extended period of time is a waste, though he shouldn't be getting angry and yelling at people for not using it, he wasn't wrong.
