What about the people who struggle to find a LS because they are new they don't have experiance of endgame and all they can do to get even some experiance of endgame is PUGs that mean they aren't entitled to get anything?

You would be surprised how many LS applications ask "what noteworthy gear do you have" ie gear from endgame, "how much endgame experiance do you have?"
