Also, unless I'm mistaken we don't actually GET a "Meanwhile" subtitle for that particular scene which breaks the previously established mold already.
The PC implicitly falls asleep because they're just waiting for Tataru to finish the Wayfarer's set she's making for them.

We don't get a "Meanwhile..." scene here because it's meant to portray the passage of time. The scene could be interpreted as a dream, but it's replayed and extended later in 6.1, this time without either the "Meanwhile..." framing or the plausible explanation that it's a dream. It just happens, no context.

I'm not saying this isn't an in-universe dream (it might be), but either way taking it as evidence Voidsent Reaper Woman is an inheritor of an "Azem" soul fragment is jumping to a conclusion. The foreshadowing is rarely subtle in this game and I have a tendency to overthink, but it's natural to try and draw connections even when they aren't necessarily there - there was rampant speculation Unukalhai was the Azem fragment from the Thirteenth, though aside from an optional scene that plays if you've completed the Warring Triad quests he's been forgotten by the narrative, just as an example.
