What about the New World or Meracydia precludes either to have High Fantasy? And if the storyline set in the New World was to use the Americas as the framework for inspiration, then either the Aztec or Incan Empire is almost too similar a replacement for the Garleans, being very large militaristic imperialistic empires founded only a few generations ago, with massive capital cities and a large population of conquered neighborhoods and subjugated nations eager to oust their overlords. There's even large deposits of cerulean. A High Fantasy Tenochtitlan with canals and floating gardens and massive stone buildings - and some deadly politics? The fun with Incan mummies and an enhanced fantasy version - that dying kings did not transfer property down to the living rulers but were still accounted as the legal owners and touted around in yearly ceremonies, as if that doesn't scream for the central theme of learning from but also moving away from the control of past generations that shows up in HW through ShB and EW.
