You might as well have told him he can play machinist, but only badly by losing out on a bunch of dps.
The ping problems are unfortunately a thing that has existed for a while.
The way I understand how animation lock works is that the server tells your client that you have to wait ~600ms to use your next action, but those 600ms are applied after the server responds. The higher your ping the longer it takes for that response which means that in practice your animation lock gets longer the higher your ping is.
Only solution is to wait until SE finally does something about the way they designed the oGCD animation lock...or do things that are against the ToS, which nobody should have to resort to.

That's really what I did say, but I think the developers probably intend it the way I said otherwise they would have been more considerate of ping.
If you use it when Gauss Round and Ricochet are freshly on cooldown with 0 charges, you get a 90s reduction, putting them perfectly at 3 charges. You lose about 8 seconds + however long it took you to press Hypercharge + how long it took to press the GCD after Hypercharge is finished. With each being 120 potency, it's about a third of the potency lost, 80.
It's more of a loss before level 74 when we only have 2 charges.

Except the last time it was brought up they were surprised that ping was apparently an issue, almost as if they never even tested how the jobs play with non jp ping.

You also have to keep in mind the dps lost from not being able to align the oGCDs with party buffs, especially since the OP has trouble with double weaving as well.
We are specifically talking about optimization here, every bit of potency lost that you can't even fix by just playing better is an issue...an issue that players with low ping just don't have to deal with.
In your run-of-the-mill expert roulette it really doesn't matter if you clip some GCDs.
