My only thought at this point is empty it entirely out of sheer hope and try again. I hope you have a ticket open w GM's. Also might be worth making a post on reddit, mebbe redditors have an idea!
It really is beyond strange! I contacted the GMs and they sent me here and to the bug report forms, which state that they do not give individual responses so that probably leaves me without help. T^T I will try emptying...I would even consider relinquishing except there's no guarantee it would even work!
I think personal relocation had been a problem when the lottery was first released as well. I'll try going through some of those old threads to see if I can find some information.
This is not correct. The limit is the same regardless of plot size as the Storeroom is temporarily increased to 400 items indoor/40 outdoor for any relocation.If you are moving from small to small the limit in the storage is smaller, you do not have 400 indoor. All items in storage and PLACED will be put into the storage on relocation. So if you have over the 200 items then you cannot move. You need to remove furniture same goes for your garden!
So in short, you cannot have more than 200 items in storage or placed within the house and you cannot have more than 20 placed/stored in the garden.
It is impossible for someone who owns a small to exceed the 400 item limit since they can only have 200/20 placed and 200/20 in Storeroom prior to a relocation. The only players who should have problems are those owning a medium or large.

Unfortunately I didn't find anything helpful. I could find the posts where players said they were unable to relocate but no later response on whether their issue was resolved.
I see you did open a bug report so that's one step out of the way.
Until you get a response on that, all we can do is try to narrow things down.
Is the character that owns the house that you're trying to relocate still in a FC? If so, remove them from the FC. I know you said you did that with your alts but I'm not certain you did it with the house owner. It's better to make sure that the only house on that world your characters on that world have access to is the one you're trying to relocate.
With that in mind, are any of your characters on that world tenants in houses owned by other players? It's a bit of a stretch but there's always the chance that's causing some sort of error.
Otherwise, I'm at a loss. We know it's okay to purchase multiple personal houses as long as each house is on a different world so what you have on other worlds shouldn't have any impact. I can only hope they get back to you quickly about your bug report.
Thanks for this. I had removed my house owner from the FC too, so no FC membership now. I also left the house where I was a tenant (and same for the alts). So I have only the private house and apartment on this character, and apartment on one alt. No other housing at all. Still the same error.
Only thing I can think is maybe because my current private house is in what is now an FC ward it bugged out? Either way, I've not broken any of the rules and as far as I can see I should have been able to purchase. Very confused and upset, I hope they do help me.
Make sure the aetheryte crystal that let's you teleport to your Goblet house is not in the yard somewhere.
You can relocate with that (along with the Chocobo Stable) placed. The game will automatically place those items in specific spots after relocation.
Can't move them to inventory because that destroys the item.
Are you selecting "Private Residence Relocation (plot X, Ward X, zone)"?
Not simply Private individual.
