Private House Relocation - Help! I won but it won't let me relocate!

No, just to clarify I had several alts all in the same FC. One character bought the original FC house. When we tried to relocate to a medium, only he could place a bid. Since a few members were inactive, and I had alts that qualified, I wanted to place a couple of bids using them. I couldn't do that until I kicked the character who had originally bought the FC house. Once he was gone all qualifying alts could bid.
It was reported and definitely isn't a bug. I guess it's a mechanism to stop shell FCs from getting an unfair advantage, not sure it's been very successful though looking at some of the wards in Empyreum.

If you are moving from small to small the limit in the storage is smaller, you do not have 400 indoor. All items in storage and PLACED will be put into the storage on relocation. So if you have over the 200 items then you cannot move. You need to remove furniture same goes for your garden!.

that is not correct, all items will move to your storage, regardless of item cap. you can have 400/200 in a small house after relocating-
