It's also worth noting that Monk is basically the only DPS who builds a resource by RNG that has no way to actually cushion the effects of RNG on their play. Just to list a few examples:

Arcane Circle is directly analogous to Brotherhood in that it builds Immortal Sacrifice stacks based on party member actions but there's no pressure from RNG since you can only execute Plentiful Harvest once Bloodsown Circle is over and there's plenty of time to actually execute it at your leisure.

Bard has Pitch Perfect which it can fire before it's completely capped if needed during Wanderer's Miuet and it can stack up to three stacks of Bloodletter during Mage's Ballad, so it has both overhead and the ability to use it early should you know something else needs to be weaved on top of having more generous windows to weave.

Esprit has a chance to build when party members execute actions but there's 50 gauge worth of overhead between being able to use Saber Dance and being capped on it.

There's no reason Chakra should still have this particular issue after 5 years of people complaining about it.
