Extremely confused by this request. Berserk is a Lv.6 ability, are you saying that should also be changed to not unlock until getting Inner Beast at Lv.35 ? Why would any WAR want this? As was stated above, Inner Beast potency is actually LESS than Storm's Path at that level, so this would make even less sense.

Sounds like a suggestion from same people that couldn't handle a tank AoE being a cone instead of circle. Please please PLEASE for the love of the Fury, stop taking suggestions like this to neuter WAR for no reason. This is such a problem for the job right now and one that probably isn't going to be fixed, it seems.
