It failed the moment it got announced as a limited job, but the people like you who continue to support a bad decision and terrible design choices makes SE double down on it.
However it was received, they clearly got the right feedback on it and made the necessary improvements. The devs and proper BLU agree that it should stay out of certain content, especially ultimates. Some people have a problem with that. Too bad.
