If we go this route, ability to acquire Medium and Large FC houses should be tied to the size of your FC. Meaning, those with only 8 members certainly do not need anything larger than a small. And since 512 members is the limit. I suggest:
Less than 200 Members = a small FC should be fine
200 -400 - a medium
400+ a large.

I was thinking more along the lines of low double digits for anything above smalls.

Member reqs for FC houses will result in people being spammed invites even more than they currently are and dead accounts being kept in FC's.

There are already member reqs, though. FC housing is meant to be group housing - it makes more sense to require a bigger number of people to occupy a bigger space. I'm definitely not talking about 200, though.

But yeah, increase supply of houses is the best solution, above trying to artificially restrict demand.
