I'm also Diamond on my RPR alt and on Primal. I've had 1-5min queues even in the wee hours of the morning.

Your issue isn't normal. I've very often had queue times above 2-3 hours back when Frontlines wasn't popular in ARR and I never got that error message before. Your account or computer or whatever is bugging out.

Did you try restarting your game / computer / modem?

I haven't tried restarting the modem, though I can get into other content, like Frontlines or Dungeons just fine. I'll give that a try.
