It's a mix of fending and casting gear. The body and the skirt are fending - either from Void Ark or there is a crafted level 70 set called Nightsteel armor. The hats are casting. The one at the front is the True Linen Hat of Casting (originals are also from Void Ark, from memory) and the ones at the back are Kudzu Hat of casting (also found in I think anti tower as a recolour).
This is actually an excellent example of why we should be allowed to mix and match sets.

I think the back one is the Yafaemi hat rather than Kudzu. Gear worn by the Voeburtites (despite the labelled Voeburtite gear from Dohn Mheg) seems to be mostly a mix of Dravanian and Void Ark styles.
Then again, the other place the Dohn Mheg designs are used is a dungeon in Dravania, so it all lines up in the end.

Yeah I always found that super weird that the armors you briefly see Branden and the other Voeburtites wear don't even use the appropriate sets you get from Dohn Mheg. Although I suppose the use of the Void armors was used to illustrate these knights defecting from the royal family.I think the back one is the Yafaemi hat rather than Kudzu. Which just furthers the point that whomever is in charge of designing NPCs just mostly ignores the item's cultural origins (for the most part) and goes with whatever pieces looks cool for them to wear
I've noticed that too but I don't see it as "ignoring" so much as "repurposing". If the gear makes sense in the new setting and it means the characters can have a bigger variety of outfits on the same budget, I don't see a problem with it.
It's definitely odd that the Voeburtite gear got overlooked, but it's in a bit of an unusual situation to begin with since it's the former inhabitants of the country, with no playable zone full of NPCs needing to be dressed up in locally appropriate outfits (as most dungeon gearsets get used for, and are presumably designed for in the first place). So perhaps it got overlooked as a result. It might depend how the planning for the role quests lined up with planning for zones and dungeon gear.
Still, the Dravanian sets aren't a bad choice for the setting, whether they were just picked for the look or if they were coming from a more lore-based aspect since Voeburt does seem to be in Dravania anyway. (It looks like the Forelands to me.)

Just found it a little odd that we never see the Voeburtite sets at least being used by the few people we see but I suppose due to the fact that we already come to the First when that culture was vanished it sorta became a thing of the past and it wasn't needed anymore. Anyway I'm overanalyzing this now lol
