You might want to refine that topic a bit. Technically we already have instanced housing. They are called apartments. It might be a good idea for you to define why apartments are not sufficient (I would agree on that, current apartments are not sufficient) and present some ideas on what you are specifically looking for and how the changes could be achieved. My own list includes tenants and larger places, both of which could be achieved with an upgraded apartment system. What are your wants?

Ideally, we should have instanced housing of any size for whoever wants and can pay for it, but I would settle for slightly bigger apartments or FC rooms, specially if they let us use the gardening system to its full potential and let us place the outdoor furnishings that for some reason they gift us during events.

Furnishings given as event rewards really need to be given a fresh perspective. The majority of those go right into player storage because they are heavily themed towards said event. Those are optional items, so the burden of having them in your inventory is on you alone should you choose to participate in the events.
Without glitching, current housing would go from not having enough slots to having too many in a finger snap. What we could do as far as decorating would be severely limited. Housing is actually a pretty sweet deal as is; it's just getting into one.There's so much they could improve in housing. A lot of people have to resort to glitching to build the houses they want and that often means having to forsake big parts of the overall house.
I'm just gonna gun for one of the new server plots because I have no expectations for them to take action any time soon.

What a relatively small percentage of the subscriber base say they want on these forums is not necessarily representative of what most players want. I'm pretty sure SE understands that, but do you?
And as I said before, MMORPGs are not bespoke: Yoshi-P and his team will create what they want to create, and each consumer then decides whether to buy it. Accordingly, "Yoshi-P doesn't want it" is all the justification that's needed for not including something in FFXIV (no matter what any vocal minority wants or says they want) especially since that's the strategy that's made FFXIV a success.
Housing was never intended for personal use. They designed it the way it is because it was meant to be for FC's. This is ridiculous. You know what this sounds like? It reminds me of a kid telling their parents that if they don't get what they want for their birthday, then they must not care or love them. I remember telling that to my parents... when I was eight.
Let me swing this another direction. if after 8ish years you still haven't accepted that housing is a finite system in FFXIV, AND you're still paying a monthly sub, I am going to strongly suggest some self-reflection, and possibly even time away from the game.
