This confuses me. The "restrict how much you pull" has been in place since as far back as HW. Endwalker was nothing new in that regard, and it applied to every single dungeon in ShB as well. Heck, ShB even had places like the last part of Holminster Switch where only one pack at a time even spawned. And since you used it as an example of "big, painful pulls" - the most you could pull in there was still just 2 packs + a pat, which you can also do in EW's Tower of Zot. Frankly, the EW dungeons have significantly more going on with most of them than the ShB dungeons did (just compare the final battle of Zot to practically anything in ShB).
