It's completely unclear to me what this is supposed to be and how it's supposed to work better than the (cross) hotbars.
There are many buttons that you not need in rotation/combat to waste limited space of hotbars (and cross-hotbar as I see on scrennshots have even less space), like Teleport, Return, Mount, Use food, Change Job, Emotes. Right now common solution is use tonn of macros and 7,8,9,10 hotbars on jobs to juggle with hotbars but it's just clunky.
For example how radial-menu looks in WoW (OPie addon)
For FF14 there is addon of TPie but I would prefer to have oficialy supported feature and not setup 3rd party
I prefer resources go to developing other features than this.

Also Radial kinda sucks.. plus there's no easy way to work it into controller support most of our input combos are filled by our massive 48 buttons!.

i use controller and i love the cross hot-bars myself. theres /tons/ of space, just put things you dont need during combat - like mounts and teleport / return - on a separate page and use the expanded for your main (using r2+l2 or vice versa)

Combat Mode On
Combat Mode OffCode:/mlock /battlemode on /visor on /hotbar share 1 off /hotbar share 2 off /hotbar share 3 off
If using a controller, add a C to the beginning of the hotbar commands: /chotbar.Code:/battlemode off /visor off /hotbar share 1 on /hotbar share 2 on /hotbar share 3 on
Make both macros. Put them on a bar other than 1,2. Press Combat Mode Off when not in combat. Press Combat Mode On when entering combat. Note your visor and bar states will not change just by drawing or sheathing your weapon; you must activate the macro.
The visor switch is just there because people have asked for that in this kind of macro before. Switch visor on/off to match the state you want for combat. Hotbar share switches will temporarily hide your job bars. Activate Combat Mode to bring your job bars back. You can leave the out-of-combat bars blank if you want to hide them; or you can put things like travel abilities, mounts, emotes, etc. on them.
You can add additional hotbar number share switches if you want.
To create a toggle, place the On and Off macros in the same lot on one of the bars controlled by the macros. For example, while combat mode is Off, place the Combat Mode On macro in bar 3 slot 12. Then after turning combat mode On, place the Combat Mode Off macro in bar 3 slot 12. Since the bars are job specific when combat mode is on, you will need to put the Combat Mode Off macro in the same slot on all your jobs.

There's actually the option to automatically change cross hotbars without a macro when you go into battle stance by starting a fight or unsheath your weapon. Not sure whether hotbars can do the same.
I have seen people setting their hotbars up to look like cross hotbars. Given that those menus will need to be addressable I see no added value in a radial menu over the current one, sprint is NumPad 1 for me either way. And on controller it would be just another cross hotbar, which I have already set up currently.
Also Teleport and Return don't need hotbars, they are directly keybindable.
It sounds like you are trying to reinvent the cross hotbar system, only with less flexibility and slots. Cross hotbars have three bars at ready access, hotbars seven if your only work with modifiers. That's very very many slots you can set up exactly the way you like and you don't even have to display the hotbars, they'll work even when hidden.

"I Could write macros so you must write macros for yourself withous asking of QoL changes" is not a way to improve a game.
At WoW I have writed macroses for prioriteizing using ability against mouseover/Focus/Target/NewTarget with key modifier and sequence of abilities. I could make macros, them are not solution.

And to place 48 buttons on screen you must either :
• waste space on your screen
• play with turned off hotbars
If you want wow addons, just play wow.
