There's a balance concern there in that every tank (save DRK) has similar limitations until a similar level:
PLD doesn't get Holy Circle until level 72, and prior to that they have no AoE damage besides their basic combo, Circle of Scorn, and Fight or Flight to buff them.
GNB doesn't get Fated Circle until level 72, and prior to that they have no AoE damage besides their basic combo, Bow Shock, and No Mercy to buff them.
WAR doesn't get Mastering the Beast until level 74, and prior to that they have no AoE damage besides their basic combo, Infuriate-driven spenders, and Berserk/Inner Release to buff them.
DRK is the exception here, but up until the most recent update, they still didn't get Stalwart Soul until level 72 and Flood of Shadow at 74.
This is likely because every dungeon at level 70 or below was designed and balanced with pre-Shadowbringers systems in mind, where TP existed and the number of AoE GCDs were heavily constrained (even DRK could run dry in the time between Blood Price/Weapon). Unless they went through and scaled up the difficulty of every single dungeon from 1-70, I think it's hard to justify handing WAR their AoE gauge building trait at a lower level, especially when A) WAR is already the dungeon king from level 56 when they get Raw Intuition, and B) That would be blatantly unfair to Paladin and Gunbreaker who still have to wait until level 72 to actually get their hands on the skills that are meant to be equivalent to Mastering the Beast for those classes.
And honestly, DRK getting to play with their AoE toys at a lower level doesn't feel unfair, because there was an imbalance in defensive potency there to begin with; GNB gets both Aurora and Camouflage (a very strong dungeon cooldown) before level 50, WAR gets Thrill of Battle as a strong tertiary cooldown before level 50 and then becomes a dungeon god in Heavensward with Raw Intuition and Equilibrium, and even PLD gets access to Sheltron all the way down in ARR at level 35. DRK is missing a cooldown right from ARR, and all they really get defensively prior to 70 is the heal on Abyssal Drain. Letting them have the stronger and more active offensive kit in those lower level dungeons feels like a niche that they've earned, and probably shouldn't be stepped on by the other tanks.
