The time between true death and when the timer window appears is accounted for.

The time between when the timer window disappears and when you're allowed to move is accounted for.

Cutting these times would make respawning twice as fast. People whine enough about how long Overtime can be and how annoying it is to have enemies run in and guard on the crystal. Things would be much worse.

If you're simply advocating for a true timer though then that's fine.
