As the title says any blue mage spell that mentions gender in the description lists male viera as female

That is not a pronoun referring to your male viera character. Spell descriptions in the Blue Magic Spellbook are not specific to the player character's gender. The "she" here is a generic unknown gender blue mage default pronoun that the localizer chose to fill with "she" instead of "he" or "they".
