I'm able to bind hotkeys to ctrl+shift+any letter, but my friend cannot.

My friend started playing recently and wanted to set up his hotkeys the same as mine. He was able to set it up completely the same except the 4th hotbar, in which ctrl+shift+1-6 worked, but not any of the letter keys. I normally bind Q, E, F, G, Z, and V for the last six slots of each hotbar. None of them were working.

Anyone got any ideas why it wouldn't let him?

it's a bit strange, do the keys not bind at all? or are they able to bind it but not activate it?
I wonder if maybe they have other global software active (such as ShareX, or EVGA Precision) interfering / taking priority.
Possibly IME input / language assist? I can't bind Alt ` for example, but there are other combos blocked too.

So he is using a Razer Ornata keyboard, and enabling 'gaming mode' fixed 1-9, but the letter keys weren't working
I had him close Razer everything and now every button works... He launched Razer Synapse (the main and everything still works. He launched Razer Cortex and it broke again. LOL

Razer Cortex was the issue here, and as an entirely optional addon, Cortex was quickly uninstalled. XD
