To be fair, it is odd that the devs say they can't do instance housing and then introduce an instance area for every character that can be customized. So what's the deal? Were they lying about giving players an instance area or is this island thing going to be that bare bones since if the player can change the island to such a degree they are touting then why not just plop a plot of land with a house? This whole thing reeks of a bandaid fix at best and tone deaf at worse. Oh well, not my game to fix so I guess i'll just forge ahead. :^)

>has not seen or experienced featureSounds like everything to do with this upcoming feature is entirely self-contained, having nothing at all tying it to the main game. From what I've read about the features, it sounds awfully time-consuming for stuff you can only see/do/use on the island itself.
Edit: Another thought I just had...the existence of island sanctuary with the described features completely obliterates every single argument against the existence of instanced housing.

Technically 400 slots is a lot more than what might be thought of akin to WoW garrison like situation. Even if 20 are major items like entire structures, barns, docks, windmills. So we could scale wise have far more and yet it still costs far less to store, send, and receive.
Though it won't be instanced housing at release yet I still believe this can be a great start for us. We'll start with a homestead like vibe, this may satisfy some out the gate, we will feedback if we want more features or influence outside of itself, and over time we could hope to ask for deeper and deeper relationship to what is essentially instanced housing. Like if we could put down a cottage that has inn room functionality, this means for those who don't want to decorate but have a nice home... Boom done.. even more satisfied, but naturally placing down customization would be a goal for many. So it might be we get some outdoor furnishing slots, and then we can bind apartment like room to the island, and then they upgrade that feature so it gets a floor, etc.
And because we all get this content we can ask for more features and not leave people out, or cause weird friction. Maybe it'll start out not as grand as we want, though I personally would have fun with a baby Stardew like content, but I feel we are potentially entering a great building block moment.

I can also think of 5 RPG games with better customization than FF14.
I can also think of 10 games with better story than FF14.
Why including a card game when people can just go play Yugi-Oh? Why include jumping puzzle when people can go play a platformer? Why include performance when people can just go play real music? Why include housing at all if The Sims already exist?
Now do you realize the problem with your "why including this content when SV already exist yet"? Or I need to point it out further for you?

My guess is that this is going to be like a permanent Doman Restoration. You start with a small part of the island, or a part that is good for growing. You might get to decide on some structures or their placements. You'll get to choose crops based on stuff like duration, watering requirements, fertilizer requirements. Crops that are higher maintenance give more currency than the low maintenance ones for busy people who can only login occasionally. This currency will probably let you buy stuff like glamours, pets, mounts, etc that are untradeable. And each week just like Doma you'll probably have a cap on how much you can produce and trade in. Over time with each new patch they might add new structures that are either cosmetic or change growing patterns. There might be seasonal or event crops that give currency faster. And of course new rewards. But this is 'not' player housing. Just my speculations on the matter.
