How Do I Report People?

I don't know what country you live in, but the police here in the USA are notorious for not just ignoring sexual assault cases, but engaging in sexual assault themselves. They are not the solution in this country so all I can do is force the offender away from the places where they can harm me using other means. So I ask again: How do I report these people to get them away from myself and other vulnerable people?

Edit: Just noticed you assumed they were a man. The name sounds feminine, so while I didn't get to see who did it because I was busy with an NPC at the time and all I have are chat logs, there's a good chance you're wrong. Do better and stop assuming everything is always a man assaulting a woman. Since I wasn't sure on their gender, I used gender neutral pronouns because I know how much misgendering hurts trans people, so I don't want to justify hurting innocent people simply for a petty insult towards someone who hurt me. And neither should you or anyone else.
