Frame hitching/stuttering issues

Good afternoon fellow adventurers!

as the title states i am having a frame hitching problem where ill be running around, my frames will drop by a chunk then rebound immediately. This is visually noticeable and looks like....well imagine you were running irl and someone bumped your shoulder. theres that microsecond of everything simingly stopping then staring again.

Theres no screen tearing.

System specs:

• windows 11
• 12700kf
• 980 pro nvme
• rtx 3080

I have tried just about everything under the sun:

• reinstalled the game
• ran ddu and then reinstalled my gpu driver
• tried all frame limiting options in game, including not having them limited at all
• turned vsyn on and off in nvidia control panel
• tried it with gsyn on and off
• tried windowed and full screen
• turned off all my OCs, cpu, gpu, and ram
• dumped my character data folder and let the game remake it

no over heating is taking place
issue happens on any and all resolutions

Update: I have tried the repair option, was working great, for all of 15 mins.At a complete loss here. Any technical help would be greatly appreciated.

Is this issue limited to specific areas (such as areas of high population) or does it appear to be consistent throughout all areas in-game? Have you tried running a clean boot of the PC, and ran the game after to see if there are any programs that may be interfering? It may also help to make sure that your anti-virus software has the appropriate exceptions made for Final Fantasy XIV.

Additionally, could you please provide us with a System Report? This can be done by going to the 'Config' option on the Final Fantasy XIV launcher. Once there, you can click on 'Display', which is to the right of 'System Information'.

This happenes in all areas of the game. It causes the most issues in raids for obvious reasons. I dont mind it much outsidfe of raiding, but the constgant hitching in raid drives me up the wall. The issue is not always immediate after booting ff14. It usually apears 5-10 minutes after opening the game and running around. The antivirus has the approproate exceptions.

The first is a sign of a Chinese adware/spyware program running, using system resources. It could be something that was installed along with some freeware program or such, or something picked up in a trojan. You have 13 instances of it running at once in your System Report.
Run MalwareBytes to clean your computer - https://www.malwarebytes.com/

The second program, while not malicious, does tend to interfere with other programs running in DirectX, of which FF14 does. DirectX runs the game and Rainmeter's display. Most video cards sometimes have a hard time dealing with more than one version of DirectX running the display at the same time, which can cause display issues (FPS drops/stuttering/crashes/etc..) in some cases. Disable Rainmeter completely when running FF14, or uninstall it completely.

rainmeter is def not the problem, this is simply used to display my system readouts (cpu/ram/gpu), i dont use it to display any fancy desktop themes. It has never been an issue before. If i was using a really old gpu that may be the case, but it's def not the case with the 3080.

Regarding soui dummy: only had the pc for just over a month and haven't DLd anything "sketchy" I already have malwarebytes on my pc and scan once a week, and it hasn't caught anything. I'll try running it again and report back if it finds anything.

Nothing came up with malwarebytes. After digging, the soui dummy is used by asus GPU tweak for their UI. they all go away once i close the program. The issue is present regardless of if i have GPU tweak running or not. And just for your own edification, i restarted my pc, shut off rain-meter, and the issue persisted.

alright, i stumbled upon the solution. As my specs indicate, im using one of the newer 12th gen Intel cpus that have the P-cores and E-cores and this issue has been ongoing since the system was built (my old system did not use a 12th gen cpu). I was watching my per core usage and notice that my e cores would spike in usage. Well apparently during the cpus normal core shuffle (games don't run on the same core all the time, the process is moved around) it would be shuffled to an e-core then off the e-core. The e-cores are clocked far slower than the E-cores. After setting my game process affinity to only use P-cores, the issue vanished. Unsure of why the windows scheduler thinks it's a good idea to move a game from a p-core to an e-core then back to a p-core. I have pretty much the exact same issue as you. Like the way you explained it is 1 to 1 my problem. Random stuttering that's totally unexplainable. Whenever I'm doing anything, even something extremely undemanding it will stutter for a split second without fail. My PC is beefy enough to run this game at max settings and 120fps so it's not a tech issue. Sometimes I can ignore stuttering in games when I can expect it like if an entirely new level geometry is loading, but here it's immersion breaking because of its randomness

Update: I haven't had stuttering for about 30 minutes now and I think what was causing it was Discord. I turned off Hardware Acceleration in the Advanced Settings menu and it's been smooth since. Hopefully this helps someone.
