Couple of things:
- SOUI_DUMMY_WND
- Rainmeter
The first is a sign of a Chinese adware/spyware program running, using system resources. It could be something that was installed along with some freeware program or such, or something picked up in a trojan. You have 13 instances of it running at once in your System Report.

The second program, while not malicious, does tend to interfere with other programs running in DirectX, of which FF14 does. DirectX runs the game and Rainmeter's display. Most video cards
sometimes have a hard time dealing with more than one version of DirectX running the display at the same time, which
can cause display issues (FPS drops/stuttering/crashes/etc..) in
some cases. Disable Rainmeter completely when running FF14, or uninstall it completely.
