This is not a thing. RDM is not a healer. Vercure is there to proc Dualcast when there is no target for an offensive spell so that you can begin the next phase or encounter with a stronger spell.

The only thing you would usually need to target another player for is a combat raise

And with this macro, you don't even need to target anyone for that. It will raise "someone, anyone, I mostly don't care who" which is fine if only one person is down. The priority order if more than one person is down and you have no mouseover is (in a full party with default party list sorting) healers, tanks, DDs who are more likely to have raise, other DDs.
