It's not an in-game bug, so you won't find official help here either.

There are few things you can check.
First, make sure you use the right drop downs. The first drop down is for destination home world, the second one for character's current home world. This trips many people up. Also remember to hit the confirm button near the destination world drop down, once that is done the second drop down will populate with all worlds you have eligible characters on, hitting confirm will then let you select the characters.

Make sure that you have visited any of Materia's character selection screens once. You don't need a character there, you just need to go there to let your account know that the data center exists and how it can find worlds there
