Why include "Economy" as a consideration then, if you're going to completely ignore it and only focus on military when making a final determination?

It's honestly kinda vague how much power, if any, the elementals still have over the forest since the Calamity. One of those 1.0 plot threads that's sorta lingered around but never really been relevant.
I think the best nation are the Scions. They can't die even when they die. Also, they command the WoL, who is the best army in the entiere universe.
Limsa unlike the other city-states have a massive capacity for Shore Bombardment and Naval Blockades
Adding to this, economic might is also a thing. You don't need the biggest guns, the largest army to be powerful. Sometimes, economic might works well enough. Influence trade routes, crash markets, inflate prices, bribe armies, fund campaigns, pressure your opponent in terms of resources. Or just bend their wallet to your will. Go the Switzerland route, and become a vault for the rich and have your nation's socioeconomic status boosted, no matter how small you are.
Rowena certainly has command of sizable economic resources and also substantial influence to the highest levels both ouvert and otherwise. She wouldn't find it difficult to bring the various city-states to their knees, if there was profit in it.
Gridania has their big tree. It kept them from perishing during the Calamity. Find that out with one of the 90 quests in Razam Dah (sp)
