You don't seem to understand that in most cases the rating systems are in no way legally binding. The ESRB and PEGI are non-government, industry run, organizations. The only rating system with some teeth is Austrailia's, which is actually government run, however they also do not consider online interactivity as part of their domain. I suppose China's is pretty strict, but that's a whole different animal as FF in China is run by an entirely different publisher and not relevant to the current conversation of SE run FFXIV.
I'm neither defending nor admonishing ERP, simply giving you facts that the claims you're making have no foundation. Every single prominent rating system does not consider online interaction when handing out ratings.
