You are assuming children have the same degree of understanding and wisdom as adults, they always do what they are told, always go with the right choice.
You are projecting adult behaviour onto children, and not even adults are able to do the right thing at all times.

The human brain fully matures at the age of 25, a 13 year old brain is far from being able to comprehend how the world works.
No matter how good of a parent you are, you cannot expect a 13 year old child to always behave properly, that's why there are so many laws directed at the protection of children.
