No. The problem is SE created a system that does not provide enough supply to allow every player to have a house let alone every character.
I can go to almost any other MMO with housing and have no problem getting a dream plot for all of my characters in that game regardless of how many other player characters already own that dream plot. Some of those games even allow characters to own multiple housing locations.
There is no good reason for it to continue to be a problem here.
Stop blaming other players for the housing situation. Start blaming SE for their design choices.

Everyone also thinks they are entitled to a large or a medium at the least, which is why so many smalls were left with 0 bids when the entry periods ended. Those could have been easily picked up by anyone willing to settle on a small during earlier entry periods, and I'm quite sure a select few players realizing this swooped one up without a second thought.
tl;dr? I strongly suggest coming to terms with the fact that housing is finite. I don't say this to be a jerk, I say it for your own well-being for crying out loud. This is not the kind of thing to stress over. Seriously.
I find it funny the 'muh time respect' crowd trying to lecture people who don't want to go back to placard clicking as if they're in the right.
You know what DOESN'T respect people's time? Being expected to camp a signpost or waste time of your day to go around looking for wards with vacant plots and then running for them to try checking placards. At least with the lottery if I wanted a house (I don't, I find the feature to be extremely pointless for all the effort require to take and keep one, which is why I let go all of my character's over a year ago) I could bid in one and go on with my day.
If you think 150-1 is too much, that is merely exposing to you what the demand is versus the availability. A placard wouldn't change the fact. People ask for placard back just because they have the spare time or they have the bot themselves.
But again, those are the same people who defend all the gameplay flaws the game has with 'muh time respect' or 'muh accessibility', both which are violated by the placard clicking nonsense.

Actually if they ever got the MB retainer fixed and cross world or region. They could create housing worlds. Or even whole housing data centres. Would take some stress off the home worlds. But any solution requires one thing, money. And clearly we aren't big enough whales feeding SE to get that.

Who made you the voice that decides who is entitled and not entitled. Shocked pikachu face isn't enough to say how shocked I am, some random player deciding who isn't entitled. This should be clearly addressed in a LL if that is how SE feels about its players.

Anyone saying that the placard spamming was better is going through some major Stockholm syndrome. That system was literal torture. I never understood why they couldn't just have the placard tell you when the plot is going to open for sale, just make the timer long enough that people can find out about the opening. Then people would know to be there and wouldn't be forced to spend their limited time not playing the game. Forcing people to spam a placard for possibly even 10s of hours was inhumane, actively encouraging people to bot it as what sane person would want to go through that willingly.
As for the new system, at least it doesn't force you to go through physical torture... but that doesn't mean it's good either. As everyone with a brain could and can tell, no amount of adding new wards is going to provide enough supply, there's been nothing but band-aids since the housing system came out and I'm right there with the rest of you saying that this needs to change and pretty damn fast. They've had so much time to implement a real fix but it seems like they just don't care, and it's getting very frustrating. They need to dedicate good time for this on a live letter and explain what they are going to do about it. I like the devs as much as the next girl but they NEED to address this.

Depends on your perspective. With placard spamming, people with a plethora of patience and free time had way better odds of getting a house then they do now with lottery. So for people who fit that bill, placard spamming was better.
