they force ilvl sync so that you can't faceroll the dungeon/trial. this is not a new thing.
I'm not sure what you mean by a "lock". The minimum ilevel for Ex1 and Ex2 is 560 and Ex3 is 580. It doesn't sync you down to that level as of yet. The sync for the first two is going to be higher than 580 because the loot you get from them is either 570 or 580 (I forget). If you are referring to the Roulette requirement, that is typically set at the minimum ilevel for the highest content within that roulette. This is most notable in Expert (dungeon) Roulette. There is nothing wrong with this system, there never has been and gear is not "devalued" at all.
Far as I'm aware only dead ends has an ilvl sync which is 570...which is normal for MSQ level cap dungeons so newer players can experience the msq dungeon normally and not have people steamroll through it.
I think they should up the rewards for going at minimum item level, and lower them for going at maximum item level.
Specially the rare RNG ones. It would be nice if is a 100% guarantee if done at minimum item level but much less if done at maximum item level. One can argue that because of the damage you cause there is less of a possibility of the item being intact.
