If only things were so simple. People online don't give a damn about social decorum most of the time. If the perceived gain from leaving will outweight the gains from staying there will be not insignificant group that will choose that.

To be honnest, if i was doing the duty for the first time, i would want to watch it. I would rather leave group, suffer deserter penality and requeue than miss msq cutscene
Giving player the ablity to prevent other to watch msq cutscene is one of the worst possible thing to had in a story focussed game
Yoshi stated after the change was made that having an option for no CS is not possible. The game engine simply doesn't allow for it. You either have skippable or locked CS for any piece of content, not both and they have no intention of changing it because the community will abuse it again.
If there's a vote, then people would just abandon the roulette if anyone chooses not to skip or else harass people for choosing not to skip.
Honestly, it's not even that bad anymore. And if it's still a problem for you, just don't queue for it.
So that sprouts can be bullied into skipping them, just as in every other dungeon. then wonder why they don't understand the story.
Allow the vote only if everyone has visited the dungeon before, not not otherwise. But knowing people they will start voting out the sprout out in order to milk the tomes faster.
People started doing precisely that to any sprouts that dared to want to watch the cutscenes for the first time. For that reason Square made the scenes are not skippable.
It may be your 1000th run. But you are just a mercenary. The WOL is the sprout doing the quest for the first time. And is the reason you got the bonus in the first place. I remember this every time I go in. And would not enter a battle if I see anyone watching a cut-scene.
Sounds like you want a way to get the bonus experience without putting in the bonus amount of time.
