To be honnest, if i was doing the duty for the first time, i would want to watch it. I would rather leave group, suffer deserter penality and requeue than miss msq cutscene
Giving player the ablity to prevent other to watch msq cutscene is one of the worst possible thing to had in a story focussed game
Yoshi stated after the change was made that having an option for no CS is not possible. The game engine simply doesn't allow for it. You either have skippable or locked CS for any piece of content, not both and they have no intention of changing it because the community will abuse it again.
This vote has to happen BEFORE the matchmaking is finished. The moment it can be decided in the dungeon, people wil complain if you didnt vote. And rewards have to be downscaled to be equal in time efficiency in order to balance it (you have to spend equal time for equal rewards).
And by making it similar to the limited leveling roulette setting (idealy also save the setting in this case), new players can simply not be forced to turn it off (they do not have this roulette). Players simply just have to accept it, while those who already did the dungeon a few times can just turn it off. The MM can then also decide whether to wait a bit longer to find more people that have the same setting (potentialy extending queue times), or still place them together if there simply arent enough players in the queue.
Then the party figures out who didn't agree and votes to kick them from the group. That gives the rest of the party the opportunity to leave the dungeon without penalty and immediately try again while the player who wanted to watch the cutscenes is left with the penalty to sit through before they can requeue.
No, it's not going to happen. SE wants to ensure that players are able to enjoy the full story while participating in the combat portions of the dungeon. The increased reward is to compensate for the additional time needed for the cutscenes.
If SE also allowed parties to vote to skip, the offset would be to remove all the rewards if the vote was yes. Would you still want to do the roulette in that case?
Simply don't queue for MSQ roulette if you dislike sitting through the cutscenes. It's a no-brainer solution.

If there's a vote, then people would just abandon the roulette if anyone chooses not to skip or else harass people for choosing not to skip.
Honestly, it's not even that bad anymore. And if it's still a problem for you, just don't queue for it.
So that sprouts can be bullied into skipping them, just as in every other dungeon. then wonder why they don't understand the story.
Allow the vote only if everyone has visited the dungeon before, not not otherwise. But knowing people they will start voting out the sprout out in order to milk the tomes faster.
People started doing precisely that to any sprouts that dared to want to watch the cutscenes for the first time. For that reason Square made the scenes are not skippable.
It may be your 1000th run. But you are just a mercenary. The WOL is the sprout doing the quest for the first time. And is the reason you got the bonus in the first place. I remember this every time I go in. And would not enter a battle if I see anyone watching a cut-scene.
Sounds like you want a way to get the bonus experience without putting in the bonus amount of time.
