I don't know, if you blindfolded me, I don't know that I could tell the difference between the various Ul'dah and Black Shroud guildleve music. Certainly not that one feels more appropriate to a given region than another.
You'd need a real ear for music as well as an understanding about the lay of the land. Take Shrouds's guildleve music (Guildleve Theme) plus the battle theme in general (Battle Theme) then take the location being in a deep, dark, mysterious and dangerous forest compounded with the constant feeling of being marked with woodsin creeping up your spine by being an outsider, then take Thanalan's sweeping, endless desert landscape while knowing it used to once be forested at a point in time and listen to the music. (Thanalan's Guildleve Theme)
Shroud's themes wouldn't fit at all with Thanalan in it's current design, maybe if they compose more music for the specific regions, sure, but when you think of music you have to think of the overall theme of it and why it's playing there.

You must not be listening then, seeing as leve music has the field music of their respective regions baked right into them.
