I know a ton of raiders who use 3rd party tools who are fine people, and keep it quiet to themselves
that doesn't mean they don't deserve to have their accounts permabanned for breaking the rules
If they're breaking the rules then yeah, sure. But if things are kept between consenting parties in private then they're not breaking any rules. Even if they're standing around in smallclothes. I mean I guess you can still try and report them as a third party observer but I don't see anything in the article about prohibited activities that would justify that. It's not even relevant to your example because even if people who use third party tools admit to doing it, they will be banned regardless if everyone involved consented.

I have never experienced it on Balmung.
You need good latency in a city like Limsa? Seriously?2) Ul'dah and Limsa Lominsa (and soon Gridania!) being congested due to the amount of people server hopping
3) Latency issues when so many players congregate in the main cities
Please do something about it, I know Square Enix has locked Firmament's access to Wanderers and Travelers, I'm sure you can lock a whole server as well.
Nevertheless, your demands should be rejected. Because it would be impossible for me to visit the Rain nightclub.

Most people from Balmung have no reason to want to go to your server. A lot of people want to go to Balmung. When World Visit was released, everyone visited Balmung to see if the quicksand rumors were true, but they weren't so they got bored. It's reasonable to expect the same thing to happen with Data Center Travel. People will go there to see if the quicksand thing is actually true.

It would be like asking for whatever servers the big streamers are on to be locked down so people can't flood those when they're live. Just gotta deal or move to a less popular server if you can't. I haven't seen one erp message on Balmung aside from club advertisements, and those clubs are hosted on plots on other servers. Outside of the quicksands, it is similar to other servers on the datacenter.
That being said, I'm sure experiences vary. That's just what I've personally observed.

Incorrect, but that's a lot of words to say "I don't actually know what Balmung is like but I'll regurgitate what I hear on reddit".Yeah, all the poor players on balmung just doing it on the streets and all over the quicksand with whoever is desperate enough to come even close to that cursed place deserve some peace! And hey that even with minors! Daily! All the time.
I am actually glad that you can't create new characters there most of the time, imagine a sprout just starting in Ul'dah and the first thing they see is hundreds of players in skimpy outfits emoting on each other in the streets...lovely first impression of this proud server.
Lets be real for a second, Balmung is only so congested cause it is the Tinder of Eorzea, maybe that is something that should be fixed.
Characters in skimpy outfits exist everywhere.

No one will erp with minors. General rp is whatever, but no erp will happen with minors. If it does, either the minor is lying about their age (which happens) or it is one rando out of all of them who doesn't care while the rest do. Contrary to popular belief, a large majority of roleplayers have rules and morals they follow.
Hope y'all get bored with our server quickly, we just have crapposting in shoutchat like every other server and we all get very, very tired of every wanderer and now traveler who comes on to our server going "hur hur where's all the erp in shout chat" because that gets OLD VERY QUICKLY.
It's interesting that ERP isn't specifically mentioned in Balmung/Crystal party finders for club venues but it is explicitly mentioned in PF's on other data centers.
