It's fine. The buffs snapshot when you activate the LB, so people don't need to stay in the circle. Summon Seraph has a 30yd cast range and has a standard 10yd AOE. That's plenty to ensure you get your important allies. If you're complaining that you can't hit your entire team because they're spread out... well, *good.* It would be overpowered if you could. There's a benefit to staying spread out, and there's downsides too. It's an important balancing factor. Drop Seraph where she will hit the players most likely to need Seraph Flight if you can't get everyone.

Excog is fine. 8000 HP is a little over 15% HP for most casters and healers, a little less for melee and tanks. Increasing the amount healed would require lowering the activation threshold, which increases the chance the person just dies before the heal can trigger (something you'll see happen with Phoenix's 12k excog effect, since it triggers at 25% instead of 50%.) Remember, Seraph is spitting out adlos every 2.5 sec.

I do agree that Seraph should activate faster after summoning. The same should be true for Bahamut and Phoenix. I would add a guaranteed 4 sec delay on Akh Morn, Consolation, etc however. I think that delay is important, because it gives the enemy team time to try and kill the summoning player before they can use their summon's primary skill.
