Usually when chairs becomes unusable in housing it's because they are too close to other furnishings like tables and what not, if the game deems there is not enough room for your character to sit, the chair's sit function will be disabled/blocked.

Increasing the gap between the table and the chair usually fixes it.

Here's what I usually do, maybe someone could reproduce the bug:

.- I enter my FC mansion.
.- I cut distance by going trough a wall (Glade Partition).
.- I reach the Summoning Bell then when I try to /sit on the chairs around, the characters /groudsit instead of sitting normally.

Now, some may say it's because I'm going trough a wall, but I've been doing that forever and it's the first time I've had the issue, the only recent change I have done was placing the Scholasticate Table with some food on top of it, I have removed the table in case it was causing the problem but sadly didn't work.
If this is an FC house, i'd suggest checking if any of the builders were using 3rd party tools before reporting a bug like this.
More than likely it's not a bug in the game, but the abnormal result of using 3rd party housing tools, and there is a good chance whoever placed the object could be banned if discovered.

This also happens when you clip through objects by running against them, the surrounding objects no longer react to your character in intended ways.

^^^ I'm most certain no one in my FC uses mods at all, pure vanilla game for us.

The bug is most likely the result of walking through walls, even though I've been doing that for years without issues.

I have further confirmed that by taking the long route to the Summoning Bell without going through walls and /sit works correctly.
