Patch and maintenance should never happen towards the end of the week. If there are any issues that require additional emergency maintenance, or for adjustments to be made after the patch goes live then it can be sticky when everyone is on their weekend instead of trying to rush and call people in. Not all places conform to this but it is general good practice to allow for ample time for issues to get ironed out.
Besides, having it on a Monday just gives ample time for any adjustments or further maintenance to happen.
Look on the bright side the next time July 4th will fall on maintenance will be, what? 2033?

They always patch on Tuesday in the afternoon. So enough time to make last adjustments and deal with issues that came up after the weekend, but still three workdays to go till the weekend in case something serious happens. This time it's longer because changes to the hardware and the back end are involved. And it makes sense to therefore start on Monday since that'll will give them three days till weekend to deal with serious issues. The timing was likely just "x weeks from last deadline, y weeks till next context deadline". It's unlikely anyone even twigged to the fact that it's an American holiday, aside from making sure that the American offices would have anything prepped sufficiently and someone on hand to deal with issues for whatever the American office has to do during patches. And I suspect given that the American data centers are only involved for data center travel but not server stuff that the British office would support the NA Lodestone in case non-standard announcements are needed.
And they don't do it today, because it's Saturday, a day the typical office worker isn't working because it's weekend.

You open the door theres nothing in sight. You close the door wondering whats in sight. But lets be honest its probably gonna just let you down.

How do you feel the rest of everyone else who plays this game would feel like if they had to wait another week because we have a holiday and can't miss 24 hours of a game that is up about 350+ Days of the year?
WHERE IS THIS KETTLE EVERYONE KEEPS INTRODUCING ME TO?

An "American" Holiday
not a "North American Continent and also Central America and Brazil since a lot of them play on the NA servers, oh and EU/UK players playing with friends - and don't forget OCE players who don't want to move to OCE servers for whatever reason" holiday.
