Key item slots are likely a checklist, not an actual inventory with the potential to hold every single potential type of item in the game like your actual inventory.

Yep, to put it easier to vision, does the OP really think the Wanderous Tales book is really an "inventory item"? Cause it's obviously not!

Just because it's unlikely doesn't mean it can't happen. They need to allow for it.
And key inventory slots aren't proper inventory slots anyway. They're not actually taking up space in the system like standard inventory does; the only thing you'd lose by reducing it is the illusion of more space being available. It can't be shifted over because there's nothing to shift.
I think this is correct. I remember people bringing this up a long time ago and Yoshi-P saying something along the lines of it not really being an inventory, and just looking like that for ease of use.
It being 3 pages is just a display thing.
