The lotteries occur on a regular cycle of 9 days, with 5 days for entering and 4 for claiming if you win.
The easiest way to see what stage the current lottery is in is, from the main menu bar, Duty -> Timers, Estate tab, click "Housing Lottery status"
Lost 1/2 here, the worst part is that second bidder didnt place a bid until like 5 seconds left.
Anyways this has been the last time to have a minimal chance at getting a house, it will even be worse than before as many new people have jumped into the bidding train, so those few (if any) empty spots will now have the amount of bidders multiplied compared to before the ward change.

Yeah there isn't really a properly visible schedule in game. There was a Lodestone post about the lottery recently:

From that you can count that entry periods end on 15/7 (today), 24/7, 2/8, 11/8 and so on at the same time as daily reset happens.
Edit: Tried to relocate my fc house to a medium (no personal mediums/larges left afaik) but lost against 30+ other bidders. Oh well.

I finally won a small plot. Was ticket #1 of 3. House is in the Goblet with an MB and vendors just outside and a nice view of the canyon. This doesn't end here though. So very many people still do not have houses and this honestly needs fixing. Either larger apartments or more houses (instanced or otherwise) but something has to be done to fill the demand!
