If you're still having difficulty avoiding stuff then it could be latency. Phoenix is a European server, so if you were elsewhere you would experience a degree of lag.Well dunno what the lodestone app says now but i can assure you that i now have the full ilvl 130 ironworks set except my relic weapon that is ilvl 100. I rearranged my ui to have the ennemy castbar big in the middle above mine and i also disabled the spells of my partymembers cause all those spells limited the view of what i actually had to see. And i now run most without dying except when i make a silly mistake or wrong place wrong time. But i still do have some trouble with these orange aoe on the ground as from the moment i am in one i run out of it but even out of that spot i still get hit. Doesn't make much sense to me but i guess i will have to get used to it. I also did Garuda, ifrit and titan on extreme were i each time died halfway but yeah thats some crazy stuff. Will already be happy if i can do normal/hard to start with. Although there is one boss in hard mode that i did one time and got really scared off called Maxome Molaa Ja Ja in The wanderers palace
It is starting to sound like a problem with either hardware or internet connection.
Older PCs can be a real problem when it comes to moving out of AoEs. I had been using a potato of a computer when I first started playing regularly and kept getting hit by things I thought I had moved out of. Finally was able to get a new PC and had no problems after that (unless I was being a derp and wasn't paying attention). Try downloading and running the Endwalker Benchmark program to see if the problem is with your computer.

If you're getting a decent score from the benchmark, then internet is the likely culprit. The farther you're located from the physical location of a data center, the more likely you are to have latency issues. Your connection speed can also have an impact, or it could be an issue with how your connection gets routed to the game servers.
Until you can isolate and fix the cause of your problem, sticking to non-EX/Savage content is probably the best way to go.
