Any DPS is good DPS if you're a healer. What? You're looking to lead the boards with DPS as a healer? Hahahahaha... oh, wait. You're serious ?!?

Cause there is a content in this game that doesn't allow healer to spend 90%+ of their uptime using their DPS button?

I want to play healer for healer privilege, but feel like my DPS is sig... SNIP

Do you realize that the healing required in this game doesn't request you to actually, you know... Use a gcd heal ?
Do you realize that in every content playing a healer consist of spaming 1 with 2 every 30s while weaving oGCD heals when needed ?
WHM have damage spells depending on the FF games in fact, it's not always "pure healing" job. Sometimes they have "Aero", I'm wondering where the elements things they on put WHM comes from suddenly...
And FFXIV jobs are not clones of others FF games, you should have realized that too.
Tank are not DPS, why would they be allowed to have a DPS rotation and not healer ? Their jobs is more or less the same, do damage and weave your utility accordingly when needed. But one is spamming 1 and the other have multiple choice of action to do each GCD.
