Aren't the censuses only measuring how many people have finished Endwalker, which aren't necessarily active players.
Only the English language one, which is why a lot of people discount it's numbers. Tracking an endgame mount/minion as the determinant to being an active player is misleading. So many capped players stop playing and unsubscribe between expansions, and everyone in prior expansions is completely ignored.
The JP language census (Lucky Bancho) tracks active based on changes to lodestone survey to survey - but ignores people under 60.
His system compares information that can be retrieved from lodestone like equipped gear, learned mounts and minions, etc.
If a character's gear changed since his previous census and one he is just starting (or they've added a mount or minion to their collection), they're considered active.
