Am I missing something? | Can't apply Glamour Plate

I'm aware the 2 criteria for successfully glamouring something is:
1- items involved in glamour must apply to your current class/race/gender/etc, and;
2- items involved in glamour must be a lower item lvl than than your current equipment to be glamoured.

I have met both of these, and can't seem to get it to work. Specifically, I am trying to glamour an Archaeoskin Jackcoat of Gathering: https://na.finalfantasyxiv.com/lodes...m/fa144c44473/
on top of a Mythrite Hauberk of Fending: https://na.finalfantasyxiv.com/lodes...m/6ac4b441ad5/

For reference, I'm a lvl 51 Paladin for this.

Any suggestions/help/am I just missing something major about this?

The gathering top is a level 51 item, higher than the tank top which is only level 50.
Equip levels matters, not just ilevel.

Different color scheme, but you may attempt to look for the Qarn Jackcoat as an alternative. Same model, lower level. But, different color, and not dyable.

In fact, equipment level is the only thing that matters.

While there is very little reason to do so, you can glamour an item with appearance of a piece at the same level and higher ilevel.

I did it at one point when I was at 90% spiritbond on a weaker level 80 staff but the Cryptlurker staff matched my outfit, so I glamoured it onto the other one while I finished bonding it.
