Just make the workshop available entirely independently of owning a house or being in an FC. That way losing a house, by moving server or when auto demolition is active, isn't a massive punishment on a separate gameplay system. Likewise, this then makes housing a purely cosmetic system and you'd never need to FC-personal ward splits at all.
I disagree with the op but I do think that the ratio of personal to FC housing should be 75:25, and not the other way around. There are less FCs than there are players and the ratio should reflect this at the least, right?
I know it'd have been a bit more work but if it were me, on release of the new houses I'd have custom fit the ratio based on the ratio of players to fcs for each server. Maybe add tweak it slightly to make room for error.

If an FC realy wanted a house, they should have taken a small one! If they are going for medium all the time, then if they lose their chances its their fault for taking that risk. They could have easily bought a small house and hope for a chance on a medium in a later cycle.
So yes, if an FC now misses out on a house, so be it. They had their chance.

To add on to this, even if a legitimate FC decides to go for a medium or large initially, they could still have a reserve bid at a small just to ensure that they get a house in case they lost their bids for medium or large. Worst case scenario is that they are out 1.5 million gil which is a trivial sum for an actual FC with active players. If an FC realy wanted a house, they should have taken a small one! So if a FC still haven't at least secured a small by now, I don't think anyone should still give the excuse that they haven't had their chances and FC wards should still be locked down any further due to their own negligence.
Don't forget to also start up demolitions again. Without it, there will be no incoming supply at all

I don't think anyone can really say with a straight face that legitimate free companies (not shell FC) haven't had enough chances to secure a free company plot after 4 cycles of lottery, especially when there are still hundreds of empty plots in FC Empyreum wards after all this time.
Just convert the FC wards to private wards already so more players can actually enjoy the housing feature that is advertised as part of the game, rather than letting more shell FCs gain more plots whom then leave the yards bare, leaving behind a desolate neighborhood.

I totally agree the amount of time given to free companies is excessive. I don't think it would be a problem if there wasn't abuse but that's not the case. The amount of time given to rmt and those willing to buy up multiple homes for air/subs and resale are simply making it easier for them to do their thing.I don't think anyone can really say with a straight face that legitimate free companies (not shell FC) haven't had enough chances to secure a free company plot after 4 cycles of lottery, especially when there are still hundreds of empty plots in FC Empyreum wards after all this time.

don't split between wards.
Just open it after a few rounds of lottery if no FC is interested
