Lav Beds 11/41 is always going to have a lot of competition. That's the dream plot for a lot of people.
Not a defense of the limited ward housing system or the lottery band-aid but Lav Beds 41 is one of the 3 most popular plots:
1. Shiro 60
2. Mist 35
3. LB 41
And it's on Hyperion, one of the most popular Primal servers as well.
There's no risk involved for losing so if you want it, might as well participate.
As others have pointed out, one thing that the lottery does that placard camping didn't: SE has a much better idea of what the demand actually is. Players who wanted a house in the past but didn't have the luxury of hours to waste on placard camping now get to participate.
If players who want a house don't participate, SE can't get a good idea of what the actual demand is.

It's not a bandaid. It's purpose is strictly to ensure that all participants would be treated equally with respect to accessing personal housing. That's all it was designed for. It has succeeded in that purpose. The other issue, the one of there being not enough housing for everyone to access, is a totally separate issue that has YET to be addressed by SE.
How is the housing lottery a tax? It’s not like real life lottery where you pay real money to buy a tiny chance. Here it is a bid where you deposit the purchase price and if you lose, you get your virtual money back.
