SE has never made such a claim to my knowledge. Use of wards was a design choice, not necessity.
It's some of the players who like the prestige of having something others can't get that persist in saying instanced housing is impossible.
Okay here's my impute on this.
One SE needs to suck it up and fix the issues with housing. Stop putting a band aid on it, its just pissing the player base off.
Two if your not going to fix the housing issue stop advertising the hell out of it, at this point its become false advertising. SE pushes housing in their ads like a lot. They need to stop if they arent going to fix it or they may get sued for it one day.
3 give us more larges and mediums cause sorry what you have is clearly not enough.
If your not going to fix the housing shortages with larges and meds, allow us to upgrade current plots we have to the other two plot sizes so we may actually get some use out of the housing.
Stop saying you cant, clearly this is an issue and need to actually pay attention to it. Then figure out how to fix it.
If your not going to do any thing to help the players out gives us the island with upgradable yards and housing.
I like having a yard to decorate, what I dont like is having to enter a lottery knowing I have no chances of winning cause their are 400+ people on the lottery. I had better chances of fighting against bots than the lottery system.
Also SE you need to start cracking down on FCs that are CLEARLY taking advantage of the lottery and the housing issues. We have entire wards full of ONE FC on Ultros and Liama which I know for a fact have been reported as the same player using different accounts. But for some reason you are saying its legit?! Excuse me? How is that Legit when they are clearly either a bot, multi accounts or alts?
Honestly you need to put in place the same constraints that users have for personals on FCs. Because you have one person in serval wards on Ultros with atls, second accounts, and other FC members with alts literally buying all wards and subs. The fact you let this go and pretty much told us in the past its legit is really disgusting and makes the players distrust SE even more.
The housing isnt even just new player unfriendly its ALL player unfriendly. If your not going fix it even at this point, give everyone their gil back for the amount of money and time lost to housing and then do away with it. Including the real money we spend on the mog station for housing items.

SE will do none of the things you suggested and keep making money hand over fist and you will thank them for it. Shit's so backwards. We can't add new wards due to to technical limitation but we can add whole new servers (this one will make us more money)
Funny thing is they are advertising Appartments as Housing too (at least for German and Japanese Players as their Housing ad mentioning those as well). I'm so damn tired of bandaids. Rip the whole thing out and replace it.
They've never bragged that there are 24 million subscribed players. It's also not possible - the servers would blow up. Even at its peak of 12 million subscribers, WoW had over 400 servers between NA and EU to accommodate them all. This game currently only has 77 with the new worlds just added to EU.
It's 24 million accounts created, not active. That's going to include all the free trial account and probably all the bot accounts that have been made, banned and made again. Estimated active subscriber count (since they're not going to release official numbers) is in the 1-1.5 million range. That's maybe USD 200-250 million a year from subscription fees.
Not trying to let SE off the hook for the housing mess. Just trying to set some numbers you're throwing around straight.

I was checking out the placards of the purchased houses in my FC's Empyreum ward during the extended period when they were fixing the 0 bug mess. I came across one house erected that had no furnishings of any type in the yard (not even the mini aetheryte). I look at the placard - FC was created February of this year. It has 2 members. The house was open to guests so I go inside. There's a FC chest, a Summoning Bell and a Crystal bell sitting by the door. No other furnishings placed. There was no workshop or private chamber added.
Smelled strongly of RMT to me. I should go visit it again and see if it's down to one member. I can remember which plot location it was but not whether it was main or subdivision.
It wasn't the only FC house I found at the time where the number of members had dropped below 4 but at least the other houses had been decorated with private chambers set up and being used. Those seemed to be legitimate for couples or very small groups of friends.
A house not being decorated really isn't a crime when house ownership is required for garden or workshop access. If you're surrounded by several, though, I'd wonder if they're owned by a single player that is workshop farming.
