The reason why you don't see they let you buy the early mount is for this exact expectation. The dev expected ... or rather hope, the player will pace themself out and keep the content alive over a long period of time.


But the players of course don't give a crap about that expectation. It doesn't matter how many totems it needs, most people gonna want to get it "done" in a few weeks. Then we complain about the grind of no lifeing PF multiple runs a day, then we complain about the long wait until we can buy it. Whether if you just do 1 run a day (so it doesn't feel like a grind) and would still get enough totems before the mount available to buy anyway. But no human can be that reasonable, SE is kidding themselves if they think the players don't prefer to torture themselves.
Here is the real answer why this situation happens. Yoshida's insistence that good players are supposed to carry the bad ones. EX PF after the first two weeks is just a menagerie of 80% GCD uptime window lickers who require tank LB to survive a simple "look which of these massive planets is moving and run away" mechanic. Yes, doing 99 runs in two weeks isn't very enjoyable. But doing a run a day when it takes you an hour with three disbands for a single clear is even worse.
