Yoshi stated outright back during the ARR Beta test that he actually hates this style of gameplay (as in, open-world FFXI-style EXP parties), and instead he wanted to implement what he termed "content based EXP", in other words EXP gained through completing objectives likes quests, dungeons and FATEs, and which ARR was designed around accordingly. Given that FFXIV zones can't really accomodate this sort of thing anyway (they're far too small and with few too enemies to support lots of EXP parties), I do not see Yoshi changing his mind.
