Do people go where the quality reward is before they go where the quality content is? Further, does offering quality reward turn poor content into something that people would want to do?

PLing is a great example.. high reward, but I don't see the quality content there (perhaps for the person PLing in some cases).

The same could be said for certain events. Create events that are poor content, but then spice it up with a quality reward and everyone goes where the cheese is.

The same could be said for every aspect of the game really.
