Do people go where the quality reward is before they go where the quality content is? Further, does offering quality reward turn poor content into something that people would want to do?
PLing is a great example.. high reward, but I don't see the quality content there (perhaps for the person PLing in some cases).
The same could be said for certain events. Create events that are poor content, but then spice it up with a quality reward and everyone goes where the cheese is.
The same could be said for every aspect of the game really.
Do they have to be mutually exclusive? Quality content with quality rewards. I'd play that game.
Yes. Quality rewards should be the shiny cherry on top; however, quality content should be the main course. I find that in many aspects of the game the opposite is true. More specifically, the repetition in many aspects of this game.
Solution: spice it up a bit. For instance, there should be more leves. I have done the same leves over and over again. I wish they weren't repeatable, but we got a quality reward for completing a set of them.
Quality Content (with Drop rates that's not below 15%)
Another perfect example. The mobs are fun to kill the first few times, but after 100 times and no drop the repetition takes away from the fun. The only function of the repetition is content filler. We get trapt into repetition with the promise of quality reward, but the repetition degrades the quality of the content.

If the content is challenging, but the reward isn't good why bother doing the fight more than once?
If the fight is challenging and fun, then I would fight again. We pay SE cash for quality content not rewards of gil, exp, seals, and gear right? I think the science behind what the player finds enjoyable is easily linked to reward, but it is more difficult to provoke emotion. Adrenaline, surprise, excitement, and great story lines make other FF titles great IMO.
I would be in heaven with both, BUT if I have to chose but only one, I would say quality Content.
